Lift all stalls tractor

I put a lift all into my 48 H last winter, testing it out, when the ram fully extends or if you pull the lever with out a ram hooked up, the lever doesn't return to the neutral position it just stalls the engine. The hoses preasure up, but relief valve doesn't relief. I had the lift all unit completly disasembled and cleaned out. I added three 5/16 washers under the relief valve spring to increase the lift preasure a bit. I don't want to crack the pump housing, I want the relief valve to work.
