I assume the shaft is broken on the outside of the case, or near flush with the outside. From the photo it appears that there is a retainer uust inside the casting. Maybe a snap ring? allowing the shaft to come out of the splines in the lever. If not more than a little dissassembly may be required to get it out to the inside. Putting it back together will require more room because the new (or repaired) shaft will be longer.
