like the others have said, drive the other tire up on a 2x. another option that i tend to do when i can't do the first is to stack blocks to get high enough to use a bottle jack. i have several 12x, 10x and 8x blocking that i use. i block the tires on the "other" end and just stack to the desired hight and jack away.
