One gasket, then make sure the pump turns freely. Two gaskets will increase the clearance and reduce available pressure. To check the real clearance you can use a thin square 1/2 X 1/2" of pop can aluminum measure its thickness, some is as thin as .001" (Coors cans) then place it in the pump between the side of the gear and the cover and tighten the screws by hand if they can be snigged up gently, and the pump still turn the clearance is greater than the shim (can piece) Pumps can have as little as .0005, but .001 is more likely. .005 is too much.
