Cub Charging system-problem?

When I bought my '52 Cub, it had a 12V battery on it, and the generator belt had been loosened by the PO. I put the proper battery on it, repolarized the generator, and tightened the belt. It did not appear to be charging, per the ammeter, which stayed at -10A with the ignition switch on, engine running or not. Then ireplaced the old, rusty 3-unit regulator with an aftermarket one. Still no charging. Last night I went through the steps listed on the "Generator/Regu;lator Troubleshooting Flow Chart" found at and halfway through, I noticed that the ammeter jumped up from -10 (discharge) to just about "zero". It stayed on "zero", even if I turned the lights on. After running for a while, it crept up to "+2" or so. My question is, does this sound like something that new brushes and a cleanup of the commutator could solve? I assume that there should be more positive charge shown-though it does keep up when I switch the lights on..... Andy Wander
