Mine kinda does the same thing...when I first start it, it idles slow and smooth. Once I rev it up one time, it won't ever idle very slow again until I retard the timing on the mag kill switch when I'm shutting it off. When I reduce the throttle, the last several degrees of movement before slow idle have no effect on engine speed, although when I increase throttle it speeds up properly.
