I had the same thing happen to our W6. The right side brake shaft rusted tight to the cover. We couln't remove it. So we got one from the junkyard and it turned out that they welded the metal plates at the wrong angle on the shaft. The brakes had to be floored to even slow that wheel with all of the adjustment used up. Of course we first found out after it was all reassembled. So we cut the old cover through and removed the shaft and then reused it. I should have known it was bad when the cover on the donor tractor came right off. . .
