Had the same problem on one of the brakes on my H, as well. Like you, tried a new band, still unable to get it within any range of operability. Disassembled the unit again and took a close look at the two cam plates the pins that secure the ends of the bands go through. The plates were twisted out of alignment with each other. The brake couldn't possibly have done its job like that. Since then I've heard this is a common problem with the H brakes - sometimes the shaft that the plates are welded to just twists and other times the welds that hold the cams to that shaft break. The first used replacement cam assembly I bought had fine cracks in the welds. When you get it apart, if the cam plates aren't obviously misaligned, clean the cams up good and look for those cracks. I got my replacement from Steel Wheel Ranch but make sure to specify, aligned plates and no cracks in the welds.
