Welcome to the age of disrespect. I say that because I'd bet my last dollar that they don't NEED the cap - just stole it to be a jerk - which it seems they've accomplished.
My neighbor had some youngsters stealing the gas out of his tank - 'till he filled it with water one afternoon. Didn't take the Sheriff long to solve that one...
