Converted Fuel H

My neighbor fixed up a 1940 H. I have been pulling the tractor in the local antique tractor pulling circiut and I have no power. The engince had new rings put on but still has orignal pistons and manifold for from the two fuel system. I have read of a heat damper in the manifolds and was wondering if that could be my reason for loss of power when it gets a load on it. Any tips or info would be nice
