Farmall Cub throttle stays wide open

Farmall Cub Tractor we just got done pulling the hood and replaced belts and radiator. Put hood back on and now it just runs wide open. Didn't touch anything else that we know of. If you pull it back to throttle it down it doesn't work or do anything...just stays wide open. My shop guy can't figure out what might of happened. Did we stretch a spring on govenor or something? Throttle linkage looks good to him he says. Or did govenor just give up on it by chance? Any suggestions would be helpful...thanks!
