A lot of tractors have that problem from sitting for a long time. Block the clutch pedel down for a few days, if that doesn't get it free, start it up in gear, the higher the better and drive it around. Hit the brakes as much as you can and always keep the pedel down. If that doesn't brake it free you will probably have the split the tractor and replace the clutch. I have one tractor that always has a cement block on the pedel when I'm not useing it.
