When dealing with fuel gauges, troubles "ALMOST ALWAYS" are with the sender and/or it's wiring.

Pegging on empty tells me that you have an open circuit somewhere. Again, probably at that darned sender (bad wiper) or it's ground.

Forget about the reading with the key off. That is nothing more than gravity working on the needle swing apparatus.
