Farmall 544 fuel gauge

I just put a new instrument cluster and wiring harness in my 544. The old fuel gauge hadn't worked for as long as I've owned the tractor. Now the new gauge reads correctly with the key turned off, and pegs on empty with the key turned on. Everything is wired correctly according to the wiring diagram, and the rest of electrical system works correctly. Any ideas?
