First thing to do is flush the radiator and coolant passages. Flushing the radiator is pretty simple...just pull off the lower hose and flush it with a garden hose. I bet you find the lower outlet plugged with goop. Change the hoses while you are at it.

If that doesn't solve the problem, you will want to look at the head gasket. Radiator bubbling?
Water in the oil? Not a difficult thing to fix really...these Farmalls are made to be easy (kinda) to work on.
The fuel treatment would have zero effect on the cooling system, don't worry about that.
