Farmall valve timing

Have a B that has never run right since rebuild. Checked everything, spark,gas etc. Tonight checked valve timing. Book says as exh valve is closing and intake is just beginning to open on #1 cylinder the DC 1-4 mark on flywheel should be 4 teeth past reference mark on housing. When valves are in this position and I check flywheel the DC 1-4 mark is nowhere to be found. Did I screw up the cam/crank timing marks or could the flywheel be off 180 degrees? Would it run if this were the case? Thanks for help.
