IH 460 Diesel Won't Start

Tried to help my neighbor start his old IH 460 diesel today (1960), but we had no luck. He hasn't started it for at least 5 years, maybe more. The fuel is old and one of the front tires is rotten. We put a new battery in it and it would turn over fine. It seems to be getting fuel through the lines. He pulled it for about 25 minutes and it would not fire up. Is there anything that can be added to old diesel fuel to help it out? Any tips for getting it started? I helped him with it many years ago and it started after about 30 minutes of pulling. It began to smoke and slowing began to run...kind of like water starting to boil. Back then he said that he had to pull it once to start it at the beginning of each year. After that, it would start on its own for the rest of the season.
