You have a fuel starvation problem not a governor problem. Did you put on a new or used manifold? Your problem could be a leaky gasket or a crack in the intake part of the manifold. It could also be a gummed up passageway in the carburetor or a plugged sediment bowl or screen. Try some of the suggestions (unlit propane torch or carburetor cleaner) and check the manifold and gaskets for leaks. If that doesn�t show anything, check fuel flow to the carburetor and lastly go after adjustments on the carburetor.
