M needs heavy choke

I have an M which has always behaved very well (outside of burning a little oil). It would always start on the first or second crank, and run smoothly after that.

Last year, it spent a good deal of time idle (from July04-March-05) while I waited for a new manifold.

Now that I have it running again, it does not behave the same way. It still starts easily, but it needs *almost* full choke to stay running. When asked to work a load, it coughs and sputters and is difficult to keep running.

I thought it was the carb, so I took it off and cleaned it thoroughly... probably hasn"t been so clean in 30 years! But... it still does not behave. Is this a govenor problem?
