Have you looked up at the Lift-All from below to see if the pump drive shaft is in place?
If someone had the unit apart in the past, it could be reassembled so the lever is not functional.
Disconnect the operating rod and work the lever by hand. You should be able to feel it "lock" in place when rotated fully back (CCW)to the lift position. It will "snap" slightly when moved forward to the off or lower position.
