Pull the carburetor off. The part you want to work on is in the top, and you would have to work upside down. Take the two screws out from the governor tube and it will just pull apart. When you have it apart assembly will be self evident.

In addition to the float needle you have a couple other places it may be leaking... the washer under the needle cage and the one under the main jet. These washers cause a lot of leakage that is blamed on the needle.
