M leaking carb on startup

The carb starts leaking once gas is turned on, is ok once running. I know the bowl needs to cme off. Once the 4 bolts are out I would like to know if any part of the govenor can come with the bowl, do not have a repair manual. Would like suggestion on the which manual to purchase there seems to be several. Will appreciate any help.
