Any 1468 fuel pump experts out there!

I got a 1468 I farm with that has a starting problem. When you crank it over cold, the white smoke rolls, I'm talking 70 degrees . When you do get it started it takes a little bit to clean up but, not bad.I overhauled the tractor because I thought this was some of the problem. I took the pump to the pump shop they told me somebody has put oversize plungers and barrels in it. Can this make it start hard? The tractor starts great once warmed up. I checked the timing with a light it's right.The injector have been set to factory specs as has the pump. The tractor has been setup to run and idle on 8 cylinders. Any help would be appreciated thanks.
