IH PTO lever problem please help

I have a IH 444, I had a leaking seal around the lever that shifts the PTO in gear, I took the lever off of the shaft and unbolted the flange?, from around the shaft and the whole shaft came out, the shaft has a end on it that looks like it fits into another shafts that slides but I can't get it to move with a pry bar, I've tried to put the lever shaft in with no luck, the pto just keeps spinning, I can't get it to shift out,. any suggestions ?
