wire in water jacket

While cleaning the water jacket on my H block for rebuild I found a piece of wire on the push rod side of the water jacket. The wire was loose and went from the front of the engine to the rear of the engine. Is this common, it seems that it is part of the engine. Could this be an anode that was installed when the engine was new? The wire is about the diameter of a coat hanger (the wire type not the yuppie plastic).
