"The cleaner was still evaporating when he hit it with the gun". Did the owner paint it or one of his helpers? I have also seen body shops in business for years screw up a paint job -- had to have the factory defect in one car I had done 3 times, because the guy didn't want to take the time to do it right. Luckily the new car dealer had to deal with him and not me -- don't think either of them liked me when they finally got it more or less right. The "cleaner" is supposed to be wiped off before painting. On the other hand, if he used the right cleaner, and let it dry on the surface, that's a no-no too. When you paint, you are either painting over sanded or etched bare metal, properly sanded old finishes, or primer, nothing else--all prep material needs to be removed. The guy working for him simply screwed up -- the owner knows better.
