Nope , There use to be bronze bushings in the holes where the spring went then you must scyronize the carb to the govener and fix all the slop in the throttel linkage then after all that is done then you set the RPM. for the bottom and the top. and make your timming adjustments and carb adjustments and something most people for get a VALVE adjustment.. When you tune a tractor ya just don't throw a set of plugs and points in it you tune it all the way . not matter if it is a gasser or a diesel timing and valves make for a good running tractor and you could not believe how many tractors that i have found that the valves are to tight or so loose that you could throw a cat thru the lash.
