Charging for H 6 volt

While my neighbor was removing his water pump off of his H, he didn't unhook the battery and had the generator wires off and resting on the steering shaft or rocker cover. And now the charging system does not work. He drove the tractor over and I looked at the regulator which seemed to me to have a burnt coil inside. Tried polarizing it again without any luck. What are some easy checks or should I just replace the regulator and see what happens. How does a guy motor the generator to see if its alright. thanks chris
