M steering problem.

I recently purchased an M Farmall, used to be my grandpa"s tractor as he passed away in November of last year I bought it and am going to do some work on it and get her back in business again. The problem is that, well #1 its not running, which I can handle, but more importantly #2 is that I can"t get the darn steering to free up on it. Its got a narrow front under it and it seems that the vertical shaft is froze up someplace in the column, I can turn the wheel when being pulled but it takes all I"ve got to get her to turn just a little bit, any ideas on freeing it up or replacing it would be much appreciated.
