How about some questions - What do you mean by restored ? Cleaned up and painted or everything taken apart and rebuilt ? Why do you think that the engine is seized ? If it was running a couple months ago and has not been run out of oil, it is unlikely that it has seized up so quickly. If you put it in high gear and rock the rear tires, will the fan blade move ? If it just slides the rear wheels when you pull it, maybe the rear end full of ice. How do you know that the battery is not dead ? Sparks at the points does not mean that the battery will turn the starter.
