sounds like the pump timing is off a 1/2 a degree ( advanced to far)...make sure the static timing is T.D.C.... Pump timing is at the right degree or you may have to fudge it a little because the degree lines may change after being rebuilt.--- or there is an idle screw on the pump and adjust that with the throttle linkage OFF and get it to smooth out and adjust the linkage to fit the rpm.
