W4 question for Hugh and others

I bought this 1950 W4 last year which hadn"t run for about 10 years. Had to re-build the carb, magneto and flush the gas tank first, but it finally started (by pulling)and ran pretty good (no smoke- great oil pressure). My problem is this: it doesn"t want to start on it"s own with the starter- but pull it about 10 feet and it"s running. I replaced the condenser and points in the mag.. new plugs etc... could the problem be in the valves themselves? Should I have the head redone or is there something that i"m missing along the way? Thanks for any help! Jeff
