Is it still necessary to Re-torque head after over

Just got the Super A back together & running. The head was baked & shot peened, milled .015, all new valves & guides, hardned steel inserts under the intake valves, shimmed springs, the whole deal. The rocker arms were ground for new fit on the valve stem, new pistons, rings, sleeves & wrist pins. New wrist, rod & main bearings, rebuilt oil pump. etc. The head gasket said to "seal & re-torque". In this day & age, is it still necessary to re-torque the head? How is that done correctly? Do you just give them all a quarter turn more, or should you loosten them first then tighten again? I went to 65-70 lb. ft. when I put it together.
