One thing at a time. First you say that it bogs down in neutral. Take the shifter out and make sure that the transmission is definitely in neutral. It is very likely that you are stuck in a gear, and that there is ice in the final drives preventing the gears from turning. If it truly is bogging down in neutral, does it have a belly pump? If so it could be ice in the belly pump that could be responsible for your symptoms as it turns any time the clutch is engaged. Changing the oil will eliminate the problem, but when the weather warms up, if you let the tractor set for a few days, the water will settle out of the oil and you can drain it by loosening the drain plugs until they are almost ready to fall out. The water will drain out first then you will see the fluid color darken and slow down when the transmission grease starts to come out. Then tighten the plug back up. Doing this in the fall will prevent ice in the rear end.
