In steps, with just the crank in the engine it should take a pretty good �bump� with your hand to get it rolling but little effort to keep it going. As you add camshaft, pistons, etc it should get steadily harder to turn over. Putting the head on with the spark plugs out shouldn�t add a lot of resistance, just enough to push a few valve springs down. You should be able to turn it over by hand with the crank once it is in the tractor. If you can�t I�d start looking for a problem.
