As long as you get the proper load rating you can run a radial or bias ply tire. There are advantages and disadvantages touted for each.
Some say for heavy transport tires a bias ply with proper load rating will handle better due to stiffer side wall vs a similar load rated radial. A radial is probably more expensive than a bias ply of same rating. The ply rating often times doesn't correspond directly to the actual number of plies used in the construction of the tire.
