Oil on the manifold comes from the rocker arm & valve train supply leaking through the gasket you mentioned. Without oil in the upper reaches of the engine, the poor tractor wouldn"t be in operation very long.
Your "lack of gasoline" problem is not vapor lock since your H has a gravity fed carburetor. I would surmise that there is material in the fuel tank (straw, etc.)that is blocking the sediment bowl supply. Take a good flashlight (careful of sparks) and look into the tank.
