1951 Farmall H Oil in the manifold!

I have an H that I am working on to get it started and restored. I was working on the fuel line the other night and noticed oil on the manifold I got to looking further and noticed it was coming from the gasket which needs to be replaced. My question is there was also oil in the manifold is this normal? I didn't think that oil was suposed to be this high in the engine. Also has anyone ever heard of a vapor or air lock in the gas tank that prevents gas from gettin into the carb from the tank?
