Clutch Finger Height Question

I am ready to re-assemble my Int. 504. The flywheel and pressure plate have been resurfaced and I have a remanufactured clutch. My problem is that if I adjust the finger height on the pressure plate there is no room left and the the fingers do not move. The IT manual says 2 13/64 - 2 15/64 inch high. I am measuring from the front of the pressure plate as shown in the manual. Also the cover plate height does not seem workable. I have read over the spec.s but don't see what I am missing. Any help is appreciated.
