If you have cranked and cranked, fuel will be dripping out of the carb. If not you may have a fuel problem, as indicated by tractor vet. Take loose the fuel line at the carb and see if fuel runs out. If not, turn off the fuel and see if you can unplug the outlet. There is also a screen on the end of the inlet that screws into the carb. It would have to be badly plugged to totally stop flow, but take a look.
