Of course nothing is happening. The engine isn't running. Were you expecting the mower to start turning? It's just an electric PTO CLUTCH, not an electric motor that drives the mower.

All you've proven is that the wiring is good. If you want to know whether or not the clutch is grabbing, you need to start the engine, or turn the mower over by hand. If you can't turn the mower over by hand when the clutch is engaged, then it's working.
