Kelly, We may have some parts missing here.
There should be a wire clip that holds the float in place. It clips onto the float shaft, and also onto the needle seat. without this clip the carb will flood. There is the helper spring that helps lift the float. There is a small wire clip that snaps to the butt end of the needle. All three parts must be there, and installed right for this carb to work. Do you have these parts with your carb?
