international 300 utility no oil going to the r

I just bought a international 300 that has sat for 20 years because of an electrical fire and the guy never got it running I got it runnin in only 3 weeks but there is no oil pumping to the rocker arms the pump is good I checked it and there is plenty of oil pumping to the filter there is also a whole on the inside off the block it looks like a bypass whole to the oil pan it looks like it should have a plug threaded into is it shoul it or not
