Make sure your regulator is grounded. Scrape away any paint, rust and debris from the mounting area. If the regulator is mounted on rubber grommets, or a rubber strip, there will be a ground strap or jumper around the rubber parts, from the regulator to the mounting bolt. Make sure that's opresent and undamaged.
