Speaking from a position mostly of ignorance, I found that in my rebuilt carb, the pin that holds the float was a fraction short, and it could slide sideways enough for the float to drop down and get stuck. I replaced the pin with a polished nail which happened to be the exact right diameter, and now the carb works just fine.
