H carb trouble

When I start my H gas runs through the carb.I've
changed the major parts of the carb and set adjustments according to the kit.If I turn the gas off until the engine starts it runs fine with about half choke but doesn't leak any anymore.I've adjusted the float several times but no help.I rebuilt the engine because it was stuck and the carb was full of water.I really can't afford a new carb.Do I have an adjustment problem or do I need another carb?
