Just finished up an "M" that was doing almost the same thing.I replaced the govonor return spring and adjusted all the linkage to the manual specs.The tractor ran exactly as it should when the repairs were completed.Take the old spring with you to the IH dealer and compare it to a new one.They stretch and loose tension with age.Good luck with your repair.
