H governor help!

The governor on the old H isn't working correctly-
the engine overspeeds with no load- the throttle control has no effect. So I either have idle speed or wide open throttle... I pulled the governer plate and the control rod- I could get the engine to idle, by moving the butterfly on the carb-is it suppose to have a spring return? it sure doesn't take much to get the engine to redline!

So I hooked things back up-made sure I had the tooth lined up with the slot on the butterly control- I left the vent cover off on the governor- things still didn't work, but I could push down on the governor linkage and get the engine back down to idle.

So far I'm baffled- is the problem the carb or the governor? Everything inside the governor looked okay, the weights/bearing moved freely and the spring wasn't broke. Where do I go from here? Carb and governor rebuild?
