Super A ammeter...shunted??

I need to replace my ammeter (it passes current, but the needle doesn"t move). It"s a Stuart Warner 60-0-60...I"m not sure if it is original or even the correct gauge. When trying to order a replacement, the salesman asked if it was shunted...I have no clue! The leads off the ammeter go to the starter and voltage regulator (manual calls it a relay...has four leads...two to generator, one to ammeter, one to starter switch). I"ve got a three position light switch (no charging positions )Any info is most appreciated!
