Starting Problems

I have owned a 544 International gas tractor for several years. When I first bought it, the starter was very hard to turn over. I replaced the starter, and still have the same problem. I have to energize the starting circuit about 20 times before it kicks in an turns the motor over. What am I doing wrong? My tractor and my second car share a battery. I do this so it stays charged. Do I need more cranking amps to turn over my tractor engine. Before I engerize the starting circuit, I have good lights. After engerizing the starter and it not turning the engine over, the lights are non functional. It is not until I finially get the starter to turn over till I get lights again. Anyone with similar experences and/or recomendations on solving the problem?
